Pension payment exemptions for new parents

ページID:0100275 更新日:2026年11月5日更新 印刷ページ表示

Starting from October, a new program went into effect that exempts Category 1 insured persons raising a child from paying their pension premiums until their child turns one. Category 1 insured persons includes those aged 20 to 60 who are self-employed, students, agricultural workers, or who are unemployed.

The qualifying period will be treated as if payments had been made, and thus will be reflected in the insurer's future benefits. An application is required to receive the exemption. For more information, please contact the Japan Pension Service, the Pension & Insurance Division located on the first floor of City Hall, or the Citizens' Welfare Division of any city hall branch office.

Necessary items

Please have the following ready:

  • The applicant's photo ID
  • A document that confirms the child's individual number (AKA their My Number)

If a proxy is submitting the application, a signed declaration (in Japanese, inin-jo) and their photo ID is also required. The application can be submitted at the Japan Pension Service, the Pension & Insurance Division (1st floor, counter #15 of City Hall), or the Citizens' Welfare Division of any city hall branch office.
